Democrats offer new offshore drilling plan

WASHINGTON — House Democrats offered a broader drilling proposal Wednesday that would allow offshore energy development beyond 50 miles from the coast if a state gives the go-ahead and opens all federal waters 100 miles from land.

The drilling measure is part of a broader energy package expected to come up for a vote next week that also would roll back tax breaks for the largest oil companies and require them to pay additional royalties with the money to be used to spur renewable energy programs and conservation.

Federal waters within 50 miles of shore would continue to be protected from drilling. Waters off Florida's Gulf coast also would remain protected at least until 2022 under the plan.

But the proposal, announced by Speaker Nancy Pelosi's office, would essentially end the long-standing federal ban on oil and gas drilling that has barred oil companies from more than 80 percent of Outer Continental Shelf waters from New England to Washington state.

Congressional Republicans for weeks have demanded a vote on allowing access to more of the country's offshore oil and gas resources, an issue that also has become the core of GOP presidential nominee John McCain's response to high gasoline prices.

But Republicans have strongly opposed new taxes on the oil companies as well as another of the Democrats' demands: that utilities nationwide be required to use at least 15 percent of their electricity from renewable sources.

Both provisions are key to the Democrats' energy legislation.

House Republican leader John Boehner, R-Ohio, said the Democrats' drilling proposal would still leave vast areas of federal coastal waters — believed to have 18 billion barrels of oil and large natural gas resources — off-limits.

"They're trying to pull a hoax on the American people," Boehner told reporters Wednesday. He said the Democrats' plan didn't appear to include any sharing of royalties with states and with no financial incentives states would likely not participate, resulting "in little or no new American energy production."

The Senate, meanwhile, is expected next week to take up several drilling proposals including one that would open waters off the Atlantic from Virginia to Georgia and the eastern Gulf off Florida to drilling but keep the bans in place elsewhere.

That plan also would allow for a 50-mile coastal buffer.

The majority of Americans want a new plan that involves more off shore drilling. I say it's a little too late. Still the majority though. They know they are about to be voted out of office for doing nothing about our energy needs.

I will be voting to replace these idiots come November. They could have done this well before they all decided to go on vacation.

Most people I have spoken to want drilling domestically.

They also want Nuclear power plants ,more refineries. Work on more smart energy. Not just well if it's going to take 7 years, (which is just a cop out) Why do nothing at all? which is the way the libs,and Dems seem to want.


All Pelosi wants to do is puinish any company that is making money. Thats not energy independence.


Obama the other night on O' Riley looked like a deer caught in the headlights when asked about nuclear energy. I have never watched his show before ,cause I think he's a blow hard.I did want to try and listen to Obama again in a tuff interview. I do however think Obama came off looking really imature when asked certain questions.

O' Reily let him walk on a few as well. Which is another reason I don't like him. When is someone going to ask this candidate the real tuff questions?


Again if we wait ,and do nothing that's what we get. I guess that's progress to you huh ?

When are people going to realize that we need less dependence on not just foreign oil, but oil altogether?

Problem is there is no other right now, have you not been reading the news?


If we had a "other" you speak of that was ready for full time employment, We would be off the oil. Sorry we don't have "other" yet. We have a lot of options for "other", but Congress refuses to do anything other than what we have been doing. Duh .

Why leave it up to the Government? We can force industry to provide more reasonable stuff. We didn't have to buy motorcycles with 1600cc motors, the biggest pickup we could squeeze into our driveway, a 34-foot motor home, or a boat that's really a detuned offshore racer.

All we have to do is quit buying the 'best of the best' just because we think we can, and fer cryin' out loud get yer feet out of the carburetors! We don't HAVE to do 80 miles a flippin' hour to get to where we're going.

Not to side with Aquarian, but on this one he's right. It's up to We the People to fix the problem, not Uncle Sugar.

Yes but the Government holds all the keys. They need to do the work in deregulation. Stop waiting for other options to come on line ,and allow free market to develop these alternative energies.

As it is now, there is no incentive for the free market to develop any. They just want to tax these companies to death. I would leave the USA as well. They wonder why we send everything overseas. Well stop all this useless regulation on everything.

I agree, however, the bio-fuels are a dismal failure at this time, it requires 60,000 acres of windmills to replace one average power plant. The windmills will never pay for themselves even with oil at $200 a barrel. The use of corn to make the crappy ethanol requires one and a half gallons of petroleum to produce and market one gallon of ethanol, also, the shortage of corn is driving up the price of other grains which increases the price of food. Higher priced food promotes starvation.

We need petroleum until a viable alternative is available, I am not going to freeze, starve or burn candles because the environmentalist want us to live like cavemen. A little common sense will make them part of the solution not part of the problem.

As for the oil companies, Royal Dutch, which owns Shell has publically stated that they can drill, produce and put the product from the oil shale at the pump for $30 a barrel. I do not care how much money they make as long as the United States can continue to prosper and provide the citizens here with a decent standard of living.

What you propose is impossible. The complete change you want won't happen overnight, it can't happen overnight, it doesn't just involve a change in lifestyle, it involves a change in infrastructure. In the mean time, when all that is going on, you can't expect people to continue paying the prices for gasoline and heating oil that they are, not to mention the high prices for food as a result of it... As those prices are going up, the average salaries are staying the same. You are worrying too much about the bunnies and butterflies, and not about the people. People have been shown that green cars are not Ed Beagly golf carts anymore, as we speak GM has people testing hydrogen fuel small SUV's, and thus far the cars are performing at the levels that conventional auto's perform in terms of power...

The end result you want is gonna happen, have a cold drink of sterilized water with a tofu sandwich, and relax.
